the "nearly there" stage is the development, writing the billion lines of code, getting the lugg clunks lined up and the chizwuzzups all sorted. after that it's just a matter of HTML, CSS and some scripting language like PHP or .NET to get it finished.
sometimes you might want to store some data to use on your site. if so, we use a "database". we've used them in the past and they seem like they were made for it.
